3. Project Summary: Leadership in Strategic Information (LSI) Training Program is a long-term training program implemented to improve the capacity of regional public health personnel to develop, analyze, and use strategic information for planning and monitoring and evaluation of HIV/AIDS interventions. The training consists of a series of three modules, each module requires two weeks for course delivery, conducted over five to six months. At the end of each Module, there are supervised field projects to be accomplished by the trainees in their respective institutions. 
 
4. Project Justifications: In Ethiopia, a need exists to develop the capacity of the public health sector to use strategic information to improve needs assessment, planning, and monitoring and evaluation of the full range of interventions and activities to combat the HIV/AIDS epidemic at the sub-national level. This need stems from several factors including limited experience and training in epidemiology, data management and analysis and the like among public health personnel, limited experience with strategic planning for monitoring and evaluation of public health programs, and the frequent turnover in public health staff. 
While some training has been made available in the area of surveillance and data management, lack of understanding of basic epidemiologic concepts (study design, descriptive statistics, data analysis and the like) limits the ability of public health personnel to fully carry out activities in needs assessment, planning and monitoring and evaluation.  Furthermore, most public health personnel, working on HIV/AIDS -related activities and other Health related MDGs have limited exposure to the full range of interventions and the overall strategy for combating the health problems.
 
5. Project Goal: To develop capacity in the public health sector to use strategic information to improve skills for the needs assessment, planning, and monitoring and evaluation of the full range of interventions and activities to combat the HIV/AIDS epidemic and other health related MDGs at National and sub-national levels.
 
6. Implementation Location: Adama/Debrezeit, Jimma and Gondar
