Call for proposal Development

Proposal Development on CDC-RFA entitled
“Advancing Ethiopia's Capacity for Laboratory, Workforce Development, Surveillance, and Emergency Management to meet International Health Regulations requirements”

Background
The Ethiopian Public Health Association (EPHA) is a legally registered national, independent, not-for-profit, voluntary Professional Association established in 1989 with a vision to the attainment of the highest possible standard of health for all Ethiopians. It has long years of demonstrated experience in implementing and managing projects supported by the U.S. Government through such institutions as CDC, USAID, the David, and Lucile Packard Foundation among others.

Since 2014, Ethiopia has been a partner in the Global Health Security Agenda, with multisector government engagement with a broad range of partners to improve the ability to prevent, detect, and respond to public health threats.
At present, CDC has offered the funding opportunity and advertised a notice for proposal (NOFO)
The purpose of this NOFO is to build laboratory, workforce development, surveillance, and emergency management capacity for Ethiopia to meet the requirements of the International Health Regulations (2005).
EPHA would like, therefore, to reply to the call for proposal of CDC entitled “Advancing Ethiopia's Capacity for Laboratory, Workforce Development, Surveillance, and Emergency Management to meet International Health Regulations requirements”
EPHA, therefore, is looking for a competent consultant as per the following specifications.

Purpose of the Consultancy:
The consultant will take the lead, in conjunction with the Consortium (EPHA, JAPHIGO, and EMLA) to develop a compelling, evidence-based proposal for submission to the CDC on 7th April 2020. The consultant will bring to the proposal writing process a thorough understanding and prior experience in competitive bid-writing for large institutional donors. Preferably, the consultant will have prior experience working in the Public Health sector and/or designing programs that are aimed around Surveillance, Disease Intelligence, and Health Information Exchange.

Specific Tasks to be performed by the Consultant:
The consultant will develop, in consultation with EPHA senior management, a competitive proposal. The consultant will undertake at least the following tasks:

  1. Review EPHA, Jhpiego and EMLA (consortium) organizational profile in order to identify relevant assets of these organizations to the call for proposal.
  2. Review the call for proposal and other relevant materials, select an appropriate partner
  3. Meet with key stakeholders to ensure that the program design and bid integrates expertise from all relevant actors/sectors.
  4. Work with relevant EPHA/consortium staff to identify the staffing needs/structure for the proposed activities.
  5. Write a sound proposal and submit to CDC before the deadline.
  6. Other activities as deemed necessary.

Outcomes of the Consultancy: A completed, comprehensive proposal for the CDC Fund

Timeframe: The consultancy is needed urgently, therefore, the task is to be started as soon as possible (Ideally by 9th March 2020) and completing on approximately 7th April 2020 (submission date of the proposal).

Qualifications and Experience

  • Preferably an advanced university degree (PHD in public health or MD with mater training on public health.
  • Minimum 5 years prior demonstrated experience developing proposals for institutional donors,
  • Knowledge on surveillance, disease intelligence and health information exchange and workforce development is mandatory.
  • Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors.
  • Proper understanding and knowledge of the Ethiopian health system is an assest
  • Excellent English speaking/writing skills required.
